Board of Directors Meeting
May 30, 2020
Time: 9:00 am
Location: Bethany Bible Camp
Present: Rick Black, Doug Goodman, Jon Blessing, John Fossum, Ed Marthaler, Dick Sampson, Jan Pratt
Election of Officers– Election of officers will be put on hold until such time we have a full association meeting. The Board nominated Jan Pratt for the Secretary position and voted unanimously to approve. Jan will check previous minutes to determine which board members are completing terms.
Beltrami County Inspection Program – A report was submitted showing previous hours/billing for 2019. The rate is increasing per hour from $16.08 to $20.10 ($160 per day). Last year we had inspections seven days per week. Jon Blessing made the motion and Ed Marthaler seconded, that we allocate $5000 for 31 days of inspection. Motion carried. We will let Bruce recommend which days. Rick Black will set up training inspection.
Treasurers Report– John Fossum submitted the treasurer’s report (attached). Jon Blessing suggested that we always start the budget with a balance of some sort. John Fossum stated that 80% of our budget is for the inspections of AIS to save our lake. As a way of raising more funds, Ed Marthaler suggested levels of contributions for annual dues and it may be something the Board could roll out next summer.
Association Newsletter - Jan will devise a newsletter for the Board to finalize that will update members which will include annual dues ($40), tax free additional contributions, potential fall association meeting if circumstances permit, phosphorus free fertilizer, and new fund raising ideas. Emphasize the fact that our lake is one of the few around that are free of AIS and any money received helps that cause.
Eyes on the Water– Rick introduced this program through Hubbard County and Doug will update information on the website. Basically it has people watching a reporting any problems on the lake.
Boat Parade – The boat parade will be held on Saturday, July 4th at 2:00 pm. Boats can line up at Bible Camp. Bathtub Study
Bathtub Study – Sam stated that Judy from RESPEC Pollution Control should give a report. He will follow up.
Ed Marthaler made a motion and John Fossum seconded, that we pay $50 to the Bible Camp for using their space today. Motion passed.
Jan Pratt made the motion and Doug Goodman seconded to adjourn the meeting at 10:30 am. Motion passed.

New Business:
1. Treasurer's Report
John Fossum gave update on fund balance.
$4,072.00 contributions received from Cabin Crawl fund raiser.
111 paid members to date.
$14,433.00 spendable income.
Discussion to set limit of reimbursement to cabin crawl volunteer owners
Motion and second to offer up to $300.00 or accept in kind tax deductible
letter from MN. NW foundation to each cabin crawl host couple.
Motion passed
2. Discussion on inspectors at boat access. New income from cabin crawl to be used for additional month. Rick will talk with Bruce to set up inspectors all of September. Seven days a week, and request split shifts. Motion and second to pay for month of September with Rick meeting with Bruce to set schedule. Motion passed.
3. Information on invasive species problems in area lakes given by Rick Black.
4. Discussion on Grace Lake property owners Wagner and Gillespie volunteering to open up the drainage ditch. We have a permit to continue this work. Rick will continue discussion with them on this item. No action taken.
5. Discussion on new sign at boat landing still not up. Rick will ask Bruce for information on this item.
6. Discussion on Shore Captain volunteers. Dick will contact new Chair Betsy Humble Thaden to see if she can get started with this item.
7. Discussion on updating lake property owner list. Doug and Steve will work on this item.
